We can learn a lot from watching how other countries handle the COVID-19 crisis. Singapore requires people to wear masks in public spaces, and has deployed 3,000 enforcement officers to monitor mask wearing and social distancing. Officers can issue warnings and fines for violations—$300 for the first offense and $1000 for a second offense. The government estimates that only 30-40% of the population is out in public during the week and 20-30% on weekends. Singapore has one of the lowest rates of death from the virus.
